National Climate Change Technical Specialist { UNDP Paid Internship }

The National Climate Change Technical Specialist will provide policy, regulatory and technical advice to the national counterparts, Districts in relation to the Local programme activities, with a focus on the integration of climate change and environmental sustainability into public planning and budgeting systems at sub-national level.

Duties and Responsibilities:

The National – Climate Change Technical Specialist will also be responsible for providing technical, policy, and programming implementation support and oversight, and knowledge and capacity development services for the effective deployment of LoCAL programmatic activities, for providing operational support to the LoCAL Facility, and is also expected to contribute to LoCAL’s resource mobilization activities on an ongoing basis.

Summary of key functions:

  • Programme management and implementation (30%)
  • Policy outreach, partnership building and resource mobilization (25%)
  • Policy, regulatory and technical advice to government counterparts and key stakeholders (25%)
  • Coordination with government counterparts, UN system and development partners (10%)
  • Knowledge management and commotion and timely submission of comprehensive and quality technical and financial reports in line with contractual agreements, including semi-annual reporting.

Required Skills and Experience for National Climate Change Technical Specialist 

  1. Education:
    1. Advanced university degree (master’s degree or equivalent) in environmental science and management, climate science, geographic studies, international development, economics, statistics, or a related field is required OR
    2. A first-level university degree (bachelor’s degree) in environmental science and management, climate science, geographic studies, international development, economics, statistics, or a related field in combination with additional 2 years of work experience will be given due consideration in lieu of Master´s degree.
  1. Experience:
    1. A minimum of five (5) years (with Master´s degree) or seven (7) years of experience in implementing/coordinating development projects in the fields of climate change and/or environmental sustainability and decentralization issues
    2. Good knowledge of the system of local governments in Lao PDR and its framework.
    3. Proven ability to work with different tiers of government, central government institutions/ministries, and local governments, local stakeholders, local communities.
    4. Knowledge of climate change issues and its potential impacts on local economic development particularly for the most vulnerable is required.
    5. Proven track record in addressing gender equality as project objective and/or cross-cutting issue would be an asset.
    6. Strong networking capabilities and ability to associate him/herself with a range of actors (inter alia central and subnational governments; CSOs, NGOs, policy makers; national statistics office and donors, and local communities) with a view to building relations and facilitating links.
    7. At least three (3) years of work experience in decentralization and local government, particularly in Lao PDR is highly desirable.
    8. At least three (3) years managerial /professional level work experience working on policy, regulatory and technical advisory services with national and subnational stakeholders is highly desirable.
    9. At least three (3) years of work experience related to performance-based grants and/or similar instruments like budget support and/or local economic development is desirable.
    10. Knowledge of current developments in local economic development for the most vulnerable (women and youth) is desired.
    11. Experience with a UN organization/agency is desirable.Experience with UN Procurement Processes is desired, but not a requirement.
  1. Required Languages:
    • English.
    • Other major languages spoken in Lao PDR is desirable.
